Elements and Performance Criteria

1. Plan and prepare to establish quarry operations
   • Access, interpret and apply establishing quarry operations documentation and ensure the work activity is compliant
   • Obtain, read, interpret, clarify and confirm work requirements
   • Identify and address potential risks, hazards and environmental issues and implement control measures
   • Select and wear personal protective equipment appropriate for work activities
   • Access, interpret and clarify the approved site development plan in consultation with internal and external stakeholders
   • Prepare detailed business and marketing plans/budgets/financial models and contingency plans for the operation
2. Establish the human resource requirement for the operation
   • Access, interpret and clarify requirements and procedures relating to human resource management
   • Establish parameters for employment of site personnel
   • Select and appoint site management personnel
   • Identify training needs and develop training plan in consultation with site management
   • Develop and implement position descriptions in consultation with site management
   • Establish site personnel selection procedures in consultation with site management
3. Establish the system for physical resource acquisition
   • Access, interpret and clarify requirements and procedures relating to the acquisition of physical resources
   • Identify the physical resources required for the safe, effective and efficient operation of the site
   • Establish, communicate and ensure the application of parameters for acquisition of physical resources
   • Facilitate and monitor the acquisition of physical resources required for the safe, effective and efficient operation of the site

Performance Evidence

Evidence is required to be collected that demonstrates a candidate’s competency in this unit. Evidence must be relevant to the roles within this sector’s work operations and satisfy all of the requirements of the performance criteria of this unit and include evidence that the candidate:

locates and applies relevant legislation, documentation, policies and procedures

implements procedures and techniques for the safe, effective and efficient completion of the establishing of quarry operations including:

accessing, interpreting and applying legislative, organisation and site requirements and procedures

business planning development requirements

resource planning and development requirements

preparation of project budget requirements

conducting title searches

interpreting survey data

gaining of statutory/legal approvals

preparing tender specifications

negotiation and contract finalisation

implementation of project management strategies

implementation of change

accessing and using appropriate technologies

report preparation and presentation

negotiation with internal/external customers, community and statutory/legal authorities

conflict resolution

works effectively with others to undertake and complete the establishing of quarry operations including:

managing people and processes

coordinating human, financial and physical resources

developing, initiating and administering work plans

interpreting and applying operational performance data

engaging internal and external stakeholders

demonstrates completion of the establishment of quarry operations that safely, effectively and efficiently meets all of the required outcomes on more than one (1) occasion including:
